Nevertheless, Noah remained in the ark. Just as he did not enter the ark of his own initiative, so too, now he waited for a divine command to exit it.

טז צֵ֖א מִן־הַתֵּבָ֑ה אַתָּ֕ה וְאִשְׁתְּךָ֛ וּבָנֶ֥יךָ וּנְשֵֽׁי־בָנֶ֖יךָ אִתָּֽךְ׃

הוֹצֵא כְּתִיב, הַיְצֵא קְרִי, הַיְצֵא – אֱמֹר לָהֶם שֶׁיֵּצְאוּ; הוֹצֵא – אִם אֵינָם רוֹצִים לָצֵאת הוֹצִיאֵם אַתָּה:

הוצא.

וְלֹא בַּתֵּבָה, מַגִּיד שֶׁאַף הַבְּהֵמָה וְהָעוֹף נֶאֱסְרוּ בְתַשְׁמִישׁ:

ושרצו בארץ.

Every living being that is with you from all flesh, of the birds, and of the animals, and of every crawling creature that crawls on the earth, bring out with you. Remove them forcibly, as the animals had become accustomed to life in the ark. Although they were confined there, they had easy access to food. Moreover, some of them may have been in a state of hibernation due to the conditions. It was therefore necessary to compel them to leave. And they will teem [ veshartzu ] on the earth, by increasing greatly in number so that they will be found everywhere, like creeping animals [ sheratzim ], <endnote_marker|16 />and be fruitful and multiply upon the earth. In this manner the world will be populated afresh.

כָּל הַחַיָּה אֲשֶׁר אִתְּךָ מִכָּל בָּשָׂר, בָּעוֹף וּבַבְּהֵמָה וּבְכָל הָרֶמֶשׂ הָרֹמֵשׂ עַל הָאָרֶץ הַיְצֵא אִתָּךְ,הוצא אותם בכוח, שכן היו בעלי חיים שהתרגלו לחיים בתיבה. אמנם לא היו אלה חיי חופש, אך מזונם היה מוכן להם בשלווה ובמנוחה, ואולי מקצתם היו שרויים בתרדמת או עילפון חלקי בשל התנאים. על כן היה צורך לכפות עליהם את היציאה. 
 וְשָׁרְצוּ בָאָרֶץ,יתרבו מאוד, כך שייראו בכל מקום, כשרצים.
 
 וּפָרוּ וְרָבוּ עַל הָאָרֶץ.כך יתפתח מעתה עולם חדש.

Noah emerged, and his sons, and his wife, and his sons’ wives with him.

Every beast, every crawling creature and every bird, every creature that crawls on the earth, after their families, emerged from the ark.

כָּל הַחַיָּה, כָּל הָרֶמֶשׂ וְכָל הָעוֹף, כֹּל רוֹמֵשׂ עַל הָאָרֶץ, לְמִשְׁפְּחֹתֵיהֶם יָצְאוּ מִן הַתֵּבָה.

יט כָּל־הַֽחַיָּ֗ה כָּל־הָרֶ֙מֶשׂ֙ וְכָל־הָע֔וֹף כֹּ֖ל רוֹמֵ֣שׂ עַל־הָאָ֑רֶץ לְמִשְׁפְּחֹ֣תֵיהֶ֔ם יָצְא֖וּ מִן־הַתֵּבָֽה׃

אָמַר לֹא צִוָּה לִי הַקָּבָּ"ה לְהַכְנִיס מֵאֵלּוּ ז' ז' אֶלָּא כְּדֵי לְהַקְרִיב קָרְבָּן מֵהֶם:

Noah built an altar to the Lord, and he took from every pure animal and from every pure bird, and sacrificed burnt offerings on the altar.

וַיִּבֶן נֹחַ מִזְבֵּחַ לַה'. וַיִּקַּח מִכֹּל הַבְּהֵמָה הַטְּהוֹרָה וּמִכֹּל הָעוֹף הַטָּהֹר, וַיַּעַל עֹלֹת בַּמִּזְבֵּחַ.

כ וַיִּ֥בֶן נֹ֛חַ מִזְבֵּ֖חַ לַֽיהוָ֑ה וַיִּקַּ֞ח מִכֹּ֣ל ׀ הַבְּהֵמָ֣ה הַטְּהוֹרָ֗ה וּמִכֹּל֙ הָע֣וֹף הַטָּהֹ֔ר וַיַּ֥עַל עֹלֹ֖ת בַּמִּזְבֵּֽחַ׃

It is interesting that this same fact, that the inclination of man’s heart is evil, was earlier cited as the cause for the flood: “The Lord saw that the wickedness of man was great on the earth, and that every inclination of the thoughts of his heart was only evil all the time. The Lord regretted that He had made man on the earth” (see 6:5–6). Here, however, this rationale is used as an excuse for mankind. Indeed, the existence of the evil inclination in man can be a cause for despair and lead him to the brink of destruction. Nevertheless, as this inclination is planted within him from his youth, from his very birth, he should not be entirely blamed.

כָּפַל הַדָּבָר לִשְׁבוּעָה; הוּא שֶׁכָּתוּב אֲשֶׁר נִשְׁבַּעְתִּי מֵעֲבֹר מֵי נֹחַ, וְלֹא מָצִינוּ בָהּ שְׁבוּעָה, אֶלָּא זוֹ שֶׁכָּפַל דְּבָרָיו וְהִיא שְׁבוּעָה וְכֵן דָּרְשׁוּ חֲכָמִים בְּמס' שְׁבוּעוֹת:

The Lord smelled the pleasing aroma. This is a symbolic expression, which appears elsewhere in connection with offerings. Its plain meaning is satisfaction. And the Lord said in His heart, an anthropomorphic expression denoting divine contemplation: I will not continue to curse the ground anymore on account of man, as I did with the flood, as the inclination of man’s heart is evil from his youth [ mine’urav ]. <notes|D T/>he Sages expound: From when he stirs himself [ ninar ] and emerges into the world, from birth. <endnote_marker|17 />Man is not by nature evil. But he is given freedom to choose and is subject to constant temptation. And therefore I will not continue to smite every living being anymore, as I did. In order to repair the corruption of the evil inclination, mankind requires a fixed and stable world. Therefore, human history will know no more all-encompassing, catastrophic events like the flood, but rather there will be relatively moderate rises and falls.

Some Sages derive from this verse that a year comprises six short seasons, with different weather conditions, each of which is associated with different agricultural tasks ( Bava Metzia 106b). This verse accords with the climate of the Land of Israel, which has only two seasons: a hot, dry summer and a moderate, rainy winter. In biblical Hebrew, the word setav refers to winter, even though it has come to mean autumn in modern times (see Song of Songs 2:11, and Rashi ad loc.).

As long as the earth endures, planting and harvest, and cold and heat, and summer and winter, <notes|D 1/>and day and night shall not cease. During the flood, the seasons of the year and the alternation between day and night came to a stop. Afterward, God reestablished regular time and its units, and determined that they shall not cease again. The world will follow its natural path, the human race will survive, and never again will there be a total flood.

עֹד כָּל יְמֵי הָאָרֶץ, זֶרַע וְקָצִיר וְקֹר וָחֹם וְקַיִץ וָחֹרֶף וְיוֹם וָלַיְלָה. בזמן המבול עונות השנה וחילופי היום והלילה בטלו. לאחר המבול ה' כונן מחדש את הזמן ופרקיו וקבע כי הם 
 לֹא יִשְׁבֹּתוּ.העולם ינהג כמנהגו, המין האנושי יוסיף להתקיים, ולא יבוא שוב מבול.

כב עֹ֖ד כָּל־יְמֵ֣י הָאָ֑רֶץ זֶ֡רַע וְ֠קָצִיר וְקֹ֨ר וָחֹ֜ם וְקַ֧יִץ וָחֹ֛רֶף וְי֥וֹם וָלַ֖יְלָה לֹ֥א יִשְׁבֹּֽתוּ׃

To establish the above promise, God turns to Noah and his family with blessings and commandments. In rabbinic and later literature these are called the seven Noahide mitzvot. 
 God blessed Noah and his sons, and He said to them: Be fruitful and multiply, and fill the earth. This blessing had already been given to Adam, but it seems that God canceled it with the flood. Therefore, this blessing is granted here once again.

וַיְבָרֶךְ אֱלֹהִים אֶת נֹחַ וְאֶת בָּנָיו, וַיֹּאמֶר לָהֶם:
 פְּרוּ וּרְבוּ וּמִלְאוּ אֶת הָאָרֶץ.אמנם ברכה זו נאמרה לאדם הראשון, אבל לכאורה הקדוש ברוך הוא ביטל אותה בכַלותו את בני האדם. משום כך ניתנה כאן ברכה זו פעם נוספת.

א וַיְבָ֣רֶךְ אֱלֹהִ֔ים אֶת־נֹ֖חַ וְאֶת־בָּנָ֑יו וַיֹּ֧אמֶר לָהֶ֛ם פְּר֥וּ וּרְב֖וּ וּמִלְא֥וּ אֶת־הָאָֽרֶץ׃

Fear of you and dread of you shall be upon every beast of the earth, upon every bird of the heavens, upon all that crawls on the ground, and upon all fish of the sea. Into your hand they are all given. Before the flood, relations between man and the animals were mostly peaceful. Although man had been given dominion over the animal world (1:28), and some engaged in animal husbandry, people were prohibited to exploit animals for food, and apparently they refrained from causing them any harm. Here God casts dread of man upon all other living creatures.

וּמוֹרַאֲכֶם וְחִתְּכֶם, הפחד מכם
 יִהְיֶה עַל כָּל חַיַּת הָאָרֶץ וְעַל כָּל עוֹף הַשָּׁמָיִם, בְּכֹל אֲשֶׁר תִּרְמֹשׂ הָאֲדָמָה וּבְכָל דְּגֵי הַיָּם,אשר כל אלה
 בְּיֶדְכֶם נִתָּנוּ.לפני המבול התקיימו בין האדם לבעלי החיים בעיקר יחסי שכנות. אמנם ניתנה לאדם זכות ממשלה בבעלי החיים,
 וגם היו אז שעסקו ברעיית צאן, אבל נאסר על האדם לנצלם לאכילה, וכנראה בני האדם לא נגעו בהם לרעה. כאן אלוקים מטיל את אימת האדם על שאר היצורים החיים.

And in addition, 
 every crawling creature that lives shall be yours for food; from now on you are permitted to eat animals. Like green vegetation I have given you everything; until now both you and animals were vegetarians, <endnote_marker|18 />whereas now you are given permission to eat everything in the world.

כָּל רֶמֶשׂ אֲשֶׁר הוּא חַי לָכֶם יִהְיֶה לְאָכְלָה, מעתה מותר לכם לאכול גם בעלי חיים. 
 כְּיֶרֶק עֵשֶׂב נָתַתִּי לָכֶם אֶת כֹּל.עד כה אתם ובעלי החיים הייתם צמחוניים,
 ועכשיו נתונה לכם הרשות לאכול כל מה שנמצא בעולם.

ג כָּל־רֶ֙מֶשׂ֙ אֲשֶׁ֣ר הוּא־חַ֔י לָכֶ֥ם יִהְיֶ֖ה לְאָכְלָ֑ה כְּיֶ֣רֶק עֵ֔שֶׂב נָתַ֥תִּי לָכֶ֖ם אֶת־כֹּֽל׃

אָסַר לָהֶם אֵבֶר מִן הַחַי, כְּלוֹמַר כָּל זְמַן שֶׁנַּפְשׁוֹ בּוֹ, לֹא תֹאכְלוּ הַבָּשָׂר:

בשר בנפשו.

בנפשו דמו.

הֲרֵי אֵבֶר מִן הַחַי, וְאַף בְּנַפְשׁוֹ דָמוֹ לֹא תֹאכֵלוּ, הֲרֵי דָם מִן הַחַי:

בשר בנפשו לא תאכלו.

After God has granted permission to eat animal flesh, He now places limits on this allowance. 
 But flesh with its life, its blood, you shall not eat. One may not eat the flesh of an animal when it is still connected to its soul. This is the prohibition against eating a limb cut from a living animal. <endnote_marker|19 />Although man is permitted to eat animals, this does not give him the right to act in a cruel manner.

לאחר שניתן ההיתר לאכול מן החי, באה גם הגדרת גבולותיו של ההיתר הזה — 
 אַךְ בָּשָׂר בְּנַפְשׁוֹ דָמוֹ לֹא תֹאכֵלוּ.אסור לכם לאכול את הבשר כאשר הוא מחובר עם נפשו. זהו האיסור על אכילת אבר מן החי — האיסור לחתוך חתיכה מבעל החיים החי ולאכלה.
 גם אם הותרה לאדם אכילת בעל חיים, אין בכך כדי להרשות לו להתאכזר או לעשות מעשה הדומה לאכזריות.

ד אַךְ־בָּשָׂ֕ר בְּנַפְשׁ֥וֹ דָמ֖וֹ לֹ֥א תֹאכֵֽלוּ׃

The first and last clauses of the verse both appear to warn against murder. The Sages resolve this apparent redundancy by interpreting the first clause as a warning against suicide ( Bava Kama 91b).

But I will demand your blood of your lives

אַעַ"פִּ שֶׁהִתַּרְתִּי לָכֶם נְטִילַת נְשָׁמָה בַּבְּהֵמָה, אֶת דִּמְכֶם אֶדְרֹשׁ מֵהַשּׁוֹפֵךְ דַּם עַצְמוֹ:

ואך את דמכם.

אַף הַחוֹנֵק עַצְמוֹ, אַף עַל פִּי שֶׁלֹּא יָצָא מִמֶּנּוּ דָם:

לנפשתיכם.

לְפִי שֶׁחָטְאוּ דוֹר הַמַּבּוּל וְהֻפְקְרוּ לְמַאֲכַל חַיּוֹת רָעוֹת לִשְׁלֹט בָּהֶן, שֶׁנֶּאֱמַר נִמְשַׁל כַּבְּהֵמוֹת נִדְמוּ (תהלים מ"ט), לְפִיכָךְ הֻצְרַךְ לְהַזְהִיר עֲלֵיהֶן אֶת הַחַיּוֹת:

מיד כל חיה.

מִיַּד הַהוֹרֵג בְּמֵזִיד וְאֵין עֵדִים, אֲנִי אֶדְרֹשׁ:

ומיד האדם.

שֶׁהוּא אוֹהֵב לוֹ כְאָח וְהָרַג שׁוֹגֵג, אֲנִי אֶדְרֹשׁ אִם לֹא יִגְלֶה וִיבַקֵּשׁ עַל עֲוֹנוֹ לִמָּחֵל, שֶׁאַף הַשּׁוֹגֵג צָרִיךְ כַּפָּרָה, וְאִם אֵין עֵדִים לְחַיְּבוֹ גָלוּת וְהוּא אֵינוֹ נִכְנָע, הַקָּבָּ"ה דוֹרֵש מִמֶּנוּ, כְּמוֹ שֶׁדָּרְשוּ רַבּוֹתֵינוּ "וְהָאֱלֹהִים אִנָּה לְיָדוֹ" – בְּמַסֶּכֶת מַכּוֹת – הַקָּבָּ"ה מְזַמְּנָן לְפֻנְדָּק אֶחָד וְכוּ':

מיד איש אחיו.

This verse states another limitation: 
 But I will demand your blood of your lives, <notes|D 1/>as your right to kill other creatures does not extend to people. Human beings cannot be compared to other living things. If someone’s blood is spilled, the responsibility is upon the person who spilled it. And similarly, from every beast I will demand it. Animals are held responsible for shedding human blood just as people are. When the Torah will be given, it will include a halakha that the court must sentence and put to death an ox or any other animal that kills a human being. <endnote_marker|20 />And, as stated, from man, from every man for shedding the blood of his brother , <endnote_marker|21 />will I demand the life of man.

 מִיַּד כָּל חַיָּה אֶדְרְשֶׁנּוּ.כיוון שהריגת אדם היא פגיעה במה שאיננו חלק ממערכת בעלי החיים, אסור גם לבעלי חיים להרוג בני אדם. מאוחר יותר מופיעה בהלכה החובה להעמיד לדין ולהעניש שור או כל בעל חיים אחר ההורג אדם.
 כמובן, 
 וּמִיַּד הָאָדָם,
 מִיַּד אִישׁ אָחִיו, מידו של איש השופך דם אחיו,
 
 אֶדְרֹשׁ אֶת נֶפֶשׁ הָאָדָם.

ה וְאַ֨ךְ אֶת־דִּמְכֶ֤ם לְנַפְשֹֽׁתֵיכֶם֙ אֶדְרֹ֔שׁ מִיַּ֥ד כָּל־חַיָּ֖ה אֶדְרְשֶׁ֑נּוּ וּמִיַּ֣ד הָֽאָדָ֗ם מִיַּד֙ אִ֣ישׁ אָחִ֔יו אֶדְרֹ֖שׁ אֶת־נֶ֥פֶשׁ הָֽאָדָֽם׃

אִם יֵשׁ עֵדִים הֲמִיתוּהוּ אַתֶּם, לָמָּה? כִּי בְצֶלֶם אֱלֹהִים וגו':

באדם דמו ישפך.

זֶה מִקְרָא חָסֵר, וְצָרִיךְ לִהְיוֹת עָשָׂה הָעוֹשֶׂה אֶת הָאָדָם וְכֵן הַרְבֵּה בַּמִּקְרָא:

עשה את האדם.

One who sheds the blood of man, by man shall his blood be shed. This is the first appearance of the death penalty, which is imposed on a murderer. The verse provides the reason for all these commands: As He made man in the image of God. Man is not merely one of the creatures of the zoological system. Since he was created in the image of God, he must be treated with greater respect.

שֹׁפֵךְ דַּם הָאָדָם, בָּאָדָם—
 דָּמוֹ יִשָּׁפֵךְ.זוהי הופעתו הראשונה של עונש המוות, והוא מוטל על רוצח אדם. הטעם לכל הציוויים הללו הוא — 
 כִּי בְּצֶלֶם אֱלֹהִים עָשָׂה אֶת הָאָדָם.האדם איננו רק אחד מיצורי המערכת הזואולוגית. כיוון שנעשה בצלם אלוקים, יש לנהוג בו כבוד.

ו שֹׁפֵךְ֙ דַּ֣ם הָֽאָדָ֔ם בָּֽאָדָ֖ם דָּמ֣וֹ יִשָּׁפֵ֑ךְ כִּ֚י בְּצֶ֣לֶם אֱלֹהִ֔ים עָשָׂ֖ה אֶת־הָאָדָֽם׃

לְפִי פְּשׁוּטוֹ הָרִאשׁוֹנָה לִבְרָכָה וְכָאן לְצִוּוּי. וּלְפִי מִדְרָשׁוֹ לְהַקִּישׁ מִי שֶׁאֵינוֹ עוֹסֵק בִּפְרִיָּה וּרְבִיָּה לְשׁוֹפֵךְ דָּמִים (יבמות ס"ג):

ואתם פרו ורבו.

And you, be fruitful and multiply; teem on the earth, and multiply on it. Some of the instructions that were given to Adam are still valid. Nevertheless, new commands are stated here that are appropriate for a changed world.

וְאַתֶּם פְּרוּ וּרְבוּ, שִׁרְצוּ בָאָרֶץ וּרְבוּ בָהּ.חלק מן הדברים שנאמרו לאדם הראשון עומדים עדיין בעינם, ובכל זאת ניתנים כאן גם חוקים חדשים, המתאימים למציאות שהשתנתה.

ז וְאַתֶּ֖ם פְּר֣וּ וּרְב֑וּ שִׁרְצ֥וּ בָאָ֖רֶץ וּרְבוּ־בָֽהּ׃ (ס)

Nevertheless, Noah remained in the ark. Just as he did not enter the ark of his own initiative, so too, now he waited for a divine command to exit it.
    And indeed, God spoke to Noah, saying:
