The heads of the patrilineal houses of the Levites approached Elazar the priest, and Joshua son of Nun, and the heads of the patrilineal houses of the tribes of the children of Israel;

This list includes cities from all over the land. Each tribe was required to allocate cities for the Levites in accordance with the size of its territory and its capacity to absorb the Levites, and therefore the number of cities allocated by each tribe was not equal: “The cities which you shall give from the portion of the children of Israel, from the greater you shall increase, and from the lesser you shall decrease; each tribe according to its inheritance that it will inherit shall give from its cities to the Levites” (Numbers 35:8, see also Ramban ad loc.). The cities themselves were given to the Levites for housing, while the surrounding fields provided them with a broader living space (see Tosefta, Arakhin 5:18–19; Sota 27b).

They gave them Kiryat Arba, literally, “city of Arba,” father of the giant (see 15:13), which is Hebron, in the highlands of Judah, and its perimeter fields around it. The priests, children of Aaron, received the city of Hebron;

but the fields of the city, the fields in Hebron, and its surrounding settled areas, they gave to Caleb son of Yefuneh, as his portion, as stated above (14:12–15). The portion of Hebron designated as a refuge for unwitting murderers and as living quarters for priests was only the city itself. The fields of the city and the surrounding areas remained in the possession of the family of Caleb.

וְאֶת שְׂדֵה הָעִיר חברון וְאֶת חֲצֵרֶיהָ נָתְנוּ לְכָלֵב בֶּן יְפֻנֶּה בַּאֲחֻזָּתוֹ. כפי שנאמר כבר.<footnote data-lang="heb" data-id="366" data-num="9"/> החלק שיועד מחברון למקלט לרוצחים בשגגה ולמגורי כוהנים היה רק העיר עצמה, ואילו שדה העיר והיישובים שסביבה נותרו בידי משפחת כלב.

יב וְאֶת שְׂדֵה הָעִיר וְאֶת חֲצֵרֶיהָ נָתְנוּ לְכָלֵב בֶּן יְפֻנֶּה בַּאֲחֻזָּתוֹ

As explicitly stated in the verses, the six cities of refuge also served as residential cities for the priests and Levites. This would make life somewhat easier for those who were forced to flee there; upon the unwitting killer’s arrival at a city of refuge, he would not feel like a stranger in a place that belonged to a specific tribe other than his own, because the cities of refuge, in a sense, belonged to all of Israel. His relocation to a Levite city could be viewed as part of the process of his spiritual and educational rehabilitation following the tragedy that occurred as a result of his negligence. He was compelled to uproot himself from his natural environment, and to dwell among people who dedicated their lives to sacred matters, and were not as attached to material pursuits as other tribes. The Sages further note that all the Levite cities could serve as cities of refuge if an unwitting murderer entered with the intent to be absorbed there, and the residents of the city had given or rented to him a place of residence. In this regard, the Talmud states that if an unwitting murderer entered a Levite city deliberately, it provides him with refuge. If he entered inadvertently, the city does not provide him with refuge (Makkot 11a; see also Makkot 13a, and Likkutei Sefat Emet, ad loc.; Or HaḤayyim, Numbers 35:6).

For the children of Gershon, from the families of the Levites: from half the tribe of Manasseh, the city of refuge for the murderer, Golan in the Bashan and its perimeter fields and likewise Be’eshtera and its perimeter fields, two cities.

וְלִבְנֵי גֵרְשׁוֹן מִמִּשְׁפְּחֹת הַלְוִיִּם נתנו מֵחֲצִי מַטֵּה מְנַשֶּׁה אֶת עִיר מִקְלַט הָרֹצֵחַ – אֶת גּוֹלָן בַּבָּשָׁן וְאֶת מִגְרָשֶׁהָ, וכן אֶת בְּעֶשְׁתְּרָה וְאֶת מִגְרָשֶׁהָ – עָרִים שְׁתָּיִם.

From the tribe of Issachar: Kishyon and its perimeter fields, Dovrat and its perimeter fields,

וּמִמַּטֵּה יִשָּׂשכָר: אֶת קִשְׁיוֹן וְאֶת מִגְרָשֶׁהָ, אֶת דָּבְרַת וְאֶת מִגְרָשֶׁהָ,

כח וּמִמַּטֵּה יִשָּׂשכָר אֶת קִשְׁיוֹן וְאֶת מִגְרָשֶׁהָ אֶת דָּבְרַת וְאֶת מִגְרָשֶׁהָ

Yarmut and its perimeter fields, Ein Ganim and its perimeter fields; four cities.

אֶת יַרְמוּת וְאֶת מִגְרָשֶׁהָ, אֶת עֵין גַּנִּים וְאֶת מִגְרָשֶׁהָ – עָרִים אַרְבַּע.

From the tribe of Asher: Mishal and its perimeter fields, Avdon and its perimeter fields,

וּמִמַּטֵּה אָשֵׁר: אֶת מִשְׁאָל וְאֶת מִגְרָשֶׁהָ, אֶת עַבְדּוֹן וְאֶת מִגְרָשֶׁהָ,

ל וּמִמַּטֵּה אָשֵׁר אֶת מִשְׁאָל וְאֶת מִגְרָשֶׁהָ אֶת עַבְדּוֹן וְאֶת מִגְרָשֶׁהָ

Helkat and its perimeter fields and Rehov and its perimeter fields; four cities.

אֶת חֶלְקָת וְאֶת מִגְרָשֶׁהָ וְאֶת רְחֹב וְאֶת מִגְרָשֶׁהָ – עָרִים אַרְבַּע.

לא אֶת חֶלְקָת וְאֶת מִגְרָשֶׁהָ וְאֶת רְחֹב וְאֶת מִגְרָשֶׁהָ עָרִים אַרְבַּע

From the tribe of Naphtali: the city of refuge for the murderer, Kedesh in the Galilee and its perimeter fields, as well as Hamot Dor and its perimeter fields and Kartan and its perimeter fields; three cities.

וּמִמַּטֵּה נַפְתָּלִי: אֶת עִיר מִקְלַט הָרֹצֵחַ – אֶת קֶדֶשׁ בַּגָּלִיל וְאֶת מִגְרָשֶׁהָ, וְאֶת חַמֹּת דֹּאר וְאֶת מִגְרָשֶׁהָ וְאֶת קַרְתָּן וְאֶת מִגְרָשֶׁהָ – עָרִים שָׁלֹשׁ.

לב וּמִמַּטֵּה נַפְתָּלִי אֶת עִיר מִקְלַט הָרֹצֵחַ אֶת קֶדֶשׁ בַּגָּלִיל וְאֶת מִגְרָשֶׁהָ וְאֶת חַמֹּת דֹּאר וְאֶת מִגְרָשֶׁהָ וְאֶת קַרְתָּן וְאֶת מִגְרָשֶׁהָ עָרִים שָׁלֹשׁ

All the cities of the Gershonite according to their families were thirteen cities and their perimeter fields.

כָּל עָרֵי הַגֵּרְשֻׁנִּי לְמִשְׁפְּחֹתָם היו שְׁלֹשׁ עֶשְׂרֵה עִיר וּמִגְרְשֵׁיהֶן.

לג כָּל עָרֵי הַגֵּרְשֻׁנִּי לְמִשְׁפְּחֹתָם שְׁלֹשׁ עֶשְׂרֵה עִיר וּמִגְרְשֵׁיהֶן

For the families of the children of Merari, the remaining Levites: from the tribe of Zebulun, Yokne’am and its perimeter fields and Karta and its perimeter fields,

וּלְמִשְׁפְּחוֹת בְּנֵי מְרָרִי הַלְוִיִּם הַנּוֹתָרִים נתנו מֵאֵת מַטֵּה זְבוּלֻן אֶת יָקְנְעָם וְאֶת מִגְרָשֶׁהָ, אֶת קַרְתָּה וְאֶת מִגְרָשֶׁהָ,

לד וּלְמִשְׁפְּחוֹת בְּנֵי מְרָרִי הַלְוִיִּם הַנּוֹתָרִים מֵאֵת מַטֵּה זְבוּלֻן אֶת יָקְנְעָם וְאֶת מִגְרָשֶׁהָ אֶת קַרְתָּה וְאֶת מִגְרָשֶׁהָ

Dimna and its perimeter fields, Nahalal and its perimeter fields; four cities.

אֶת דִּמְנָה וְאֶת מִגְרָשֶׁהָ, אֶת נַהֲלָל וְאֶת מִגְרָשֶׁהָ – וְאֶת מִגְרָשֶׁהָעָרִים אַרְבַּע.

לה אֶת דִּמְנָה וְאֶת מִגְרָשֶׁהָ אֶת נַהֲלָל וְאֶת מִגְרָשֶׁהָ עָרִים אַרְבַּע

From the tribe of Gad: the city of refuge for the murderer, Ramot in Gilad and its perimeter fields, and Mahanayim and its perimeter fields,

וּמִמַּטֵּה גָד: אֶת עִיר מִקְלַט הָרֹצֵחַ – אֶת רָמֹת בַּגִּלְעָד וְאֶת מִגְרָשֶׁהָ, וְאֶת מַחֲנַיִם וְאֶת מִגְרָשֶׁהָ,

לו וּמִמַּטֵּה גָד אֶת עִיר מִקְלַט הָרֹצֵחַ אֶת רָמֹת בַּגִּלְעָד וְאֶת מִגְרָשֶׁהָ וְאֶת מַחֲנַיִם וְאֶת מִגְרָשֶׁהָ

Heshbon and its perimeter fields, Yazer and its perimeter fields; all the cities were four.

אֶת חֶשְׁבּוֹן וְאֶת מִגְרָשֶׁהָ, אֶת יַעְזֵר וְאֶת מִגְרָשֶׁהָ – כָּל העָרִים היו אַרְבַּע.

לז אֶת חֶשְׁבּוֹן וְאֶת מִגְרָשֶׁהָ אֶת יַעְזֵר וְאֶת מִגְרָשֶׁהָ כָּל עָרִים אַרְבַּע

These are all the cities for the children of Merari according to their families, who remained from the last of the families of the Levites; their lot was twelve cities. The verses above mention only eight cities, four from the tribe of Zebulun and four from Gad. The remaining four are listed in I Chronicles; four cities from Reuben: Betzer, Yahatz, Kedemot, and Mefaat, and their perimeter fields.<footnote data-lang="eng" data-id="334" data-num="334"/> There are versions of the text that include those cities here.<footnote data-lang="eng" data-id="335" data-num="335"/>

כָּל הֶעָרִים לִבְנֵי מְרָרִי לְמִשְׁפְּחֹתָם, הַנּוֹתָרִים אחרונים מִמִּשְׁפְּחוֹת הַלְוִיִּם, וַיְהִי גּוֹרָלָם עָרִים שְׁתֵּים עֶשְׂרֵה. לא פורטו כאן אלא שמונה ערים, ארבע מזבולון וארבע מגד, ובמקום אחר מפורטות השאר.<footnote data-lang="heb" data-id="369" data-num="12"/> ויש ספרים שנוסף בהם גם כאן פירוט ארבע ערים מראובן: בצר, יהצה, קדמות ומיפעת, ומגרשיהן.<footnote data-lang="heb" data-id="370" data-num="13"/>

לח כָּל הֶעָרִים לִבְנֵי מְרָרִי לְמִשְׁפְּחֹתָם הַנּוֹתָרִים מִמִּשְׁפְּחוֹת הַלְוִיִּם וַיְהִי גּוֹרָלָם עָרִים שְׁתֵּים עֶשְׂרֵה

The chapter provides an overall summary: All the cities of the Levites within the portion of the children of Israel were forty-eight cities and their perimeter fields.

סיכום כללי:כֹּל עָרֵי הַלְוִיִּם בְּתוֹךְ אֲחֻזַּת בְּנֵי יִשְׂרָאֵל – עָרִים אַרְבָּעִים וּשְׁמֹנֶה וּמִגְרְשֵׁיהֶן.

לט כֹּל עָרֵי הַלְוִיִּם בְּתוֹךְ אֲחֻזַּת בְּנֵי יִשְׂרָאֵל עָרִים אַרְבָּעִים וּשְׁמֹנֶה וּמִגְרְשֵׁיהֶן

These are the cities, each and every city and their surrounding perimeter fields; so shall it be for all of these cities.

תִּהְיֶינָה הֶעָרִים הָאֵלֶּה עִיר עִיר וּמִגְרָשֶׁיהָ סְבִיבֹתֶיהָ, כֵּן לְכָל הֶעָרִים הָאֵלֶּה.

The Lord gave to Israel all the land about which He took an oath to give to their forefathers; they took possession of it and settled in it.

וַיִּתֵּן ה' לְיִשְׂרָאֵל אֶת כָּל הָאָרֶץ אֲשֶׁר נִשְׁבַּע לָתֵת לַאֲבוֹתָם, וַיִּרָשׁוּהָ וַיֵּשְׁבוּ בָהּ.

מא וַיִּתֵּן ה' לְיִשְׂרָאֵל אֶת כָּל הָאָרֶץ אֲשֶׁר נִשְׁבַּע לָתֵת לַאֲבוֹתָם וַיִּרָשׁוּהָ וַיֵּשְׁבוּ בָהּ

The Lord granted them respite all around, in accordance with everything about which He took an oath to their forefathers; there was no man from all their enemies who stood against them. None of them were able to withstand Israel, as the Lord delivered all their enemies into their hand, although there were places that the tribes themselves neglected to conquer.<footnote data-lang="eng" data-id="336" data-num="336"/>

וַיָּנַח ה' לָהֶם מִסָּבִיב כְּכֹל אֲשֶׁר נִשְׁבַּע לַאֲבוֹתָם, וְלֹא עָמַד, גָּבר, התמיד להתקיים אִישׁ בִּפְנֵיהֶם מִכָּל אֹיְבֵיהֶם. אֵת כָּל אֹיְבֵיהֶם נָתַן ה' בְּיָדָם, אף שהיו מקומות שהשבטים מצדם לא הורישו.<footnote data-lang="heb" data-id="371" data-num="1"/>

מב וַיָּנַח ה' לָהֶם מִסָּבִיב כְּכֹל אֲשֶׁר נִשְׁבַּע לַאֲבוֹתָם וְלֹא עָמַד אִישׁ בִּפְנֵיהֶם מִכָּל אֹיְבֵיהֶם אֵת כָּל אֹיְבֵיהֶם נָתַן ה' בְּיָדָם

Nothing of all the good things that the Lord spoke to the house of Israel was lacking; everything came about.

לֹא נָפַל דָּבָר מִכֹּל הַדָּבָר הַטּוֹב אֲשֶׁר דִּבֶּר ה' אֶל בֵּית יִשְׂרָאֵל – הַכֹּל בָּא, התקיים.

מג לֹא נָפַל דָּבָר מִכֹּל הַדָּבָר הַטּוֹב אֲשֶׁר דִּבֶּר ה' אֶל בֵּית יִשְׂרָאֵל הַכֹּל בָּא

The heads of the patrilineal houses of the Levites approached Elazar the priest, and Joshua son of Nun, and the heads of the patrilineal houses of the tribes of the children of Israel;
